Hey, I'm new to the whole wow thing, and I'm a blood elf paladin lvl 23. Now, what are those things above the lowest row of crap, (your bag, menu etc), what's that next row above it with spells and shit? How do you add that?

Press esc and then click on the interface button, then click on the action bar , check the bottom left bar and the three below that one.
